Three Preventive Health projects: * Business Plan for Youthful Exuberance Lifestyle Programme ("YELP) to reduce the >$155b annual cost of Fifteen Problems, which include the Taskforce's Three Public Health Risks, which each impact Health and Lifestyle Behaviour * Two other Preventive Health projects at virtually no cost to health agencies I refer to my Letter to Secretary of the Department of Health and Ageing dated 28 March 2008 which provided in 2 CD ROMs a Business Plan for Youthful Exuberance Lifestyle Programme ("YELP") to reduce the >$155b annual cost of Fifteen Problems, which include the Taskforce's Three Public Health Risks, which each impact Health and Lifestyle Behaviour. Submission #4621 at the recent 2020 Summit sought to summarise YELP. I note Prime Minister, Kevin Rudd's below comments following the 2020 Summit: ".......Preventive health care is a weak point in government spending. He said that of the federal government's health budget, "only 1.7 per cent was spent on Preventive health care." "Such a small investment is just being blind to the future". Mr Rudd also beseeched Australians to proffer, during the 2020 Summit, zero cost ways to improve Australia. As a recently retired infrastructure banker, who has expended a lifetime in voluntary sports administration always seeking to avoid accidents and litigation, my paramount consideration is: * "Is there a business case to justify implementing it?" * "What is the IRR, RoE and Return on Capex?" I have prepared separate business plans on CD ROMs for two other Preventive Health projects which utilise the same disciplines encompassed in YELP. However, both are infinitely smaller plans. The budget to health agencies is less than $10,000 for each, because both business plans -

utilise the enormous power of the internet to - (ii) draw on the same energy amongst caring Australians that our Prime Minister marshalled for the 2020 Summit which materially defrays implementation costs. Governments are beseeching Australians to lead a Local Community Healthy Lifestyle (ie bushwalking, cycling, swimming, kayaking, bowls, tennis etc) which improves physical and mental health and leaves a low Personal Carbon Footprint ie. an exercise orientated lifestyle playing locally in the outdoors with your family, neighbours, mates etc, thereby not wanting, as often, to fly to distant lands on holidays. Both of my two other business plans reduce the frequency of unnecessary costly accidents from these types of recreational exercise activities where - (i) an injured participant(s) or other third party may experience materially diminished QOL; (ii) substantial insurance claims are often involved, usually resulting in increased insurance premiums; (iii) large Health Care Costs fall upon private insurers and/or the public health care system; (iv) the organisers of the REA, a negligent participant(s) and/or injured participant(s) or injured third party (ie. a mother pushing a stroller) may be exposed to stressful long term, litigation, incurring significant legal costs coupled with the prospect of a court order for defendants to pay an injured third party a very large settlement – potentially millions of dollars – in the event that the organiser(s) and/or negligent participant(s) are found to be negligent and legally liable in the circumstances of the associated accident; and (v) the defendant(s) - (a) may not be able to afford to defend such actions brought against them; and (b) may face serious financial hardship or may be bankrupted by the consequences of a court awarding material damages/costs. In light of Mr Rudd's below acknowledgement, and his request for robust, low cost, easily implementable strategies, I am happy to post to you my two other business plans, described herein, on separate CD ROMs: "Government, irrespective of its political persuasion, does not have a monopoly on policy wisdom. To thrive and prosper in the future we need to draw on the range of talents, ideas and energy from across the Australian community. During the latter of my 37 years at Commonwealth Bank I worked on several infrastructure projects which necessitated me executing a 'Confidentiality Agreement' that bestowed onerous penalties for breaching confidentiality. I would be happy to execute a 'Confidentiality Agreement' with Department of Health and Ageing or its agent should your delegate wish to discuss with me YELP and/or the afore-mentioned other two Preventive Health business plans.
