Australian Government implementing controls to address new problems in modern day society is not new The former Federal Liberal Government introduced ground breaking firearm controls following the 1996 Port Arthur Massacre which claimed 35 lives. Nine Eleven and the associated threat from terrorism has evidenced Governments enact legislation to provide stronger powers to - (i) hold terrorism suspects; (ii) rectify security risks [ie. security checks at airports, new security fencing at iconic landmarks such as the Sydney Harbour Bridge]; and (iii) ban movies, books and video games associated with terrorism. In June 2007 the Federal Government announced stringent restrictions of existing lifestyle rights by - (a) banning alcohol and pornography in Aboriginal areas in the Northern Territory in a bid to curb child sex abuse; and (b) quarantining 50% of welfare payments through Centrelink to parents of children in affected areas to drastically reduce welfare being spent on alcohol. The above Government controls are recent precedents of reducing the rights of the individual for the community's benefit. Section 7 contends that Government will have to substantially further reduce the rights of the individual for the community's benefit to reduce the material economic and social costs of the Fifteen Problems, largely caused by the Taskforce's Three Public Health Risks. Section 3.II.(f) posits that economic necessity will shortly evidence Governments applying precedents in common law to materially reduce Negligent Lifestyle Behaviour. Section 15(a) "Effective marketing campaigns can alter a community's priorities regarding the environment" lists various advertising campaigns which have materially changed a community's behaviour.
