Section 13B(b)

 

Soliciting the support of Australian Paralympics Committee ("APC") and supportive Registered Charities that encourage Disabled to participate in the Inaugural Annual KOM Challenge Series where the RTV Production Fee for 4 episodes of an RTV Series, together with the KOM Semi Finals  goes to a Trust Fund to pay for Tandem and Speciality Bicycles controlled by APC and Wheelchairs Sports Assoc NSW

 

Australian Government Culture and recreational portal describes that Australian Paralympic Committee as the peak national body responsible for Australia's elite athletes with a Disability which -

(i)        facilitates athlete success at Paralympic Games and other major international sporting events;

(ii)       encourages people with Disabilities to participate in sport; and

(iii)      provides information on athletes, sports, news, results, history and a calendar of events.


APC administered Sports are Archery, Athletics, Basketball (for athletes with an intellectual disability, Basketball (Wheelchair), Boccia, Cycling, Equestrian, Fencing, Football, Goalball, Judo, Powerlifting, Rowing, Rugby, Sailing, Shooting, Swimming, Table Tennis, Tennis, Volleyball, Winter Sports - Alpine Skiing

 

APC's webpage for Cycling reports:

(a)        Visually impaired athletes who compete on tandem bicycles with a sighted teammate were the first group to take part.

(b)        Cerebral palsy and amputee athletes followed, joining competition in 1984.

(c)        Athletes with cerebral palsy ride standard racing bikes in some classes, tricycles - competing only in road events.

(d)        Amputees and cyclists with permanent locomotor deficiencies compete in track and road events using bicycles specially modified for their needs.

 

30 Elite Disabled Athletes Administered by Australian Paralympics Committee

 

Patently the elite Disabled athletes are being assisted by APC whose website also notes that "a support goal of APC is to assist develop disability sport in Australia".

(I.)         explains classifications at Understanding Classification; and

 

(II.)        lists the following Classifications:
 *          Vision Impairment (see IBSA)
 *          Intellectually Disabled (see INAS-FID)
 *          Cerebral Palsy (CP-ISRA)
 *          Amputees and other Disabilities (
athletes called "Les Autres" - the others) and
             Spinal Cord Injury (WSI)

However, there seems to be other illnesses and Disabilities which are not included, so it is proposed that the 5 Disabled Categories for male and female Disabled be drawn from inter alia the following Disabilities, because the goal is to encourage Australians with all sorts of handicaps to give it a go:

*        Visually impaired cycling Tandems as the Stoker

*        Cerebral palsy

*        Diabetes - disease/illness not a disability

*        Amputees

*        Spinal injuries - paraplegia and quadriplegia (some riding Hand Cycles and others on tandems as the Stoker with an Abled Climber riding as Pilot)

*        Permanent locomotor deficiencies  

*        Arthritis and Osteomyelitis

*        Polio

*        Spina bifida

*        AIDS - disease/illness not a disability

*        Acute Asthma

*        People who have had a limb or joint replaced with a prosthesis

A University of South Australia study dated Nov 2006 shows that people with Type 2 Diabetes might be better off choosing cycling for exercise rather than walking.  

 

Section 10 "Providing a Disabled category Finals Day to enable the Disabled to compete to be King of the Mountain in their Disabled Category" includes Section 10(a) "One in five Australians - 20% ie. 4 million is Disabled.  The cost to the public purse and foregone productivity is significant.

Analysis of the types of Disabilities and age distribution indicates that one quarter, namely 5% which is 1 million Disabled Australians could compete in the Disabled Day of the KOM Challenge Series provided the right support is provided

 

Engaging 100 Disabled within the wider community via the Inaugural Annual KOM Challenge Series will -

(I)         enhance their QOL and empower them;

(II)        create a framework and platform for 1 million Disabled Australians to -

             *          reduce the financial burden on the public purse; and

             *          increase their productivity

(III)       change public attitudes regarding opportunities for the Disabled.

Direct assistance will be sought from, inter alia, -

*            Australian Paralympics Committee - Director of Medical Services re Classification

*            Cycling Australia CEO Graham Fredericks re Paralympics Cycling

 

Representatives from Federal and State Health and the Event Organiser could meet with APC to gain their support to encourage elite Disabled athletes under their tutelage to support the Inaugural Annual KOM Challenge Series as the RTV Production Fee, payable by a TV network for 4 episodes of RTV Series [Section 13B(e)], would go to a Trust Fund controlled by Wheelchair Sports Association NSW and APC to be used exclusively to purchase Tandem and Speciality Bicycles for the Disabled distributed on a means test basis.
