Roads Authority or Roads Authorities means -

(i)         Road & Traffic Authority ("RTA") in each state or territory; or

(ii)        a local council.

In NSW -

(a)        RTA owns freeways and tollways.  Local councils own the remainder.

(b)        RTA is responsible for maintenance of all -

            *         main roads (ie Mona Vale Rd)

            *         state roads (ie Hume Highway); and

            *         national park roads (ie Bobbin Head Rd).

(c)        Local councils are responsible for all local roads.

Ownership and maintenance responsibility for roads in other states and territories is broadly similar to NSW.

Annexure “A1” [pg] is an extract from the Sydney Morning Herald - News and Features -
Money for roads not a 'slush' fund
by Harvey Grennan on 15 March 2005 which ‘inter alia’ quotes that local government is responsible for 88% of the road network across Australia.
