I met you at the end of Adrian Bauman's presentation two night’s ago.  I approached you following your explicit question, "You health scientists are adept at explaining the problems.  But shouldn’t you be telling us the solutions?"  Adrian responded that the Fed Govt should begin expending between $1b and $5b annually and it would get a cost-effective result. 

 

I worked on both Greenfield and Brownfield Infrastructure projects at CBA for 18 years – airports, prisons, hospitals, gas pipelines, new train lines etc. 

 

I usually started with an Information Memorandum prepared by Macquarie bank, Rothschilds, Merrill Lynch etc and 3 to 5 years later or thereabouts we had built a new train line from Darwin to Alice Springs, a tunnel under Sydney Harbour, a new gas pipeline across SA etc

 

Upon retiring, I expended 15 months and many thousands of R&D hours deploying my Project Finance disciplines to write Four Interdependent comprehensive Preventive Health Business Plans treating Australia’s 22m as Human Brownfield Infrastructure. 

 

My hub Business Plan is "Youthful Exuberance Lifestyle Programme".  It involves a JV PPP under a SPV structure between 4 government agencies (Health, Environment, Sport& Rec and Tourism) and the 12 of the largest companies in Australia which are familiar with at PPPs, JV, SPVs and Base Case Financial Models. 

 

Quite simply, the solitary agency of "Health" cannot deliver a structured Preventive Health programme that successful retiring Australians will invest their time and monies into, on a philanthropic basis, which will explicitly assist the Disabled, Disadvantaged and Indigenous Australian, as well as lots of Abled Interested Adults Australians who presently lead a Sedentary Lifestyle to lead a Local Community Healthy Lifestyle, unless they get input into designing its structure.

 

The budget for the hub "Youthful Exuberance Lifestyle Programme" Business Plan is $19m over 4 years whereupon the annual cost reduces to $10m annually.  Not between $1b and $5b that Adrian estimated.  My First Business Plan requires all 12 major Australian companies, as well as the 4 agencies, signing off on the Prototype of the First Business Plan. 

 

One of the 7 members of the Preventive Health Taskforce, Shaun Larkins, likes my submissions and met with me at his HCF office for 30 mins two weeks ago.

 

The initial 2 above attachments are the CD cover and CD case for my Four Interdependent Preventive Health Business Plans.

 

The next few attachments are 5 of the 450 Defined Terms for my first Business Plan.

 

The third last above attachment is the list of my Defined Terms.

 

The penultimate attachment is the Contents page of my hub First Business Plan.

 

The final attachment is my letter to one of the 7 members of the “latest” taskforce.

 

I have summarised in the above attachment the interim report of the Taskforce which surprisingly ignores some of its own Terms of Reference.

 

I am adapting my First Business Plan to better fit the Taskforce’s interim report which invites further submissions to 2 January 2009 and undertakes to publish all submissions on its website.
