Annual King of the Mountain Challenge Series means -

I.           an annual Challenging competition open to all Participants, both Male and Female in three of the 8 Rigorous Recreational Exercise Activities [Recreational Road Cycling, Road Cycle Racing and Mountain Biking];

II.           to motivate tens of thousands of Participants across Australia to aspire to qualify for their 'State Finals' in an Annual King of the Mountain Challenge Series;

III.          thereby addressing Lifescripts 5th Stage of the Five Basic ‘Stages of Change’;

IV.         which is conducted in each state capital;

V.         involving (very low risk) individual time-trails up majestic, verdant climbs on the perimeter of each capital city on lower traffic roads;

VII.        providing a Social Theme due to the coming together of approx 100 Participants per day, both 'Male' and 'Female', across similar 'Age Divisions';

VIII.       where the winner of each 'Age Division Category', both 'Male' and 'Female', is awarded a converted King of the Mountain Polka Dot Jersey and 'King of the Mountain Trophy';

IX.        which hundreds of enthusiastic 'KOM Climbers' would train diligently to win to recognise being the fastest 'KOM Climber' in their 'Age Division' in their state. 

Mindful of the value of such Product as the Annual King of the Mountain Challenge Series to address 5th Stage "5.Over time, attempts to maintain the new behaviour occur (maintenance)." of the Five Basic ‘Stages of Change’ and Government's earnest commitment to the proactive policy of encouraging a healthy lifestyle, it would be appropriate for the State Health Department to award the above-mentioned 'KOM Polka Dot Jersey' and 'Trophy' to 'Age Division Winners', both 'Male' and 'Female', at each of the 7 State Annual King of the Mountain Challenge Series. 

Whilst having 'Age Division Winner Trophies' presented by a 'State Health Department' would represent a deviation from existing policy, the obligation upon Government (pursuant to the Traditional Role of Government) to establish a 6th Guidance Influence to treat the Seven Problems warrants 'State Health Department's' presenting such trophies as testimony that they are, in fact, at the forefront in actively promoting a healthy lifestyle.
