I refer to my voice mail to you at 3pm today.

I confirm that I worked for Commonwealth Bank (until I retired last year) on several major infrastructure projects where you –
*           start with a Green field; and
*           end with a new gas pipeline, hospital, airport, seaport etc.

I am very experienced at seeing new complex projects through to completion.

I dealt with the CFO’s of several major companies incl Leighton Holdings, Transfield, Envestra, Sydney Airport and Brisbane Airport.  And others at Optus, Lend Lease etc

My passion has always been rigorous, regular, challenging exercise in the great outdoors within a LCCBSG of like minded exercise enthusiasts.   I have completed several arduous endurance events, incl 2 IronMan triathlons.

I have reviewed the above attached Strategic Plan and I noted ‘inter alia’:

secured additional external funding

COO develops as a viable organisation, with a high professional profile and a secure funding base.

Actively seek stakeholder engagement through advisory mechanisms and specific activities and projects

Late last year, after expending 7 months on a Business Plan titled “Youthful Exuberance Lifestyle Programme” to reduce the $155b annual cost of Fifteen Problems (see above attached) which includes Obesity, I sent my Business Plan on CD ROM to CEO of NHMRC.  The CEO, Professor Anderson, above attached response dated 13 Dec 07 included "You will need to approach the NSW Department of Health directly.......I wish you well in your endeavours”.

My Business Plan:

(i)      Involves me raising 49.99% of all funding from 12 major Australian corporates which already contribute millions of dollars to enhance Brand Name by being associated with worthwhile community projects.

(ii)     Asserts that GPs are not equipped to perform the final 3 Stages of Lifescripts.

3.    Decide and prepare to make a change (determination/preparation)
          4.    Implement genuine, determined action (action)
          5.    Over time, attempts to maintain the new behaviour occur

(iii)    Contend that RECs who possess Eleven Sports Administration Attributes will achieve this vital role at a lower per capita cost and materially more effectively.  

My attached letter to NSW Health dated 11 March 2008 includes:

The Business Plan Developer has expended well over a thousand hours preparing the YELP Business Plan it in the same format of a project finance Information Memorandum for a new Greenfield infrastructure project.  In light of the afore-mentioned similar goals of "NSW Centre for Overweight and Obesity" (referred to as COO) and my YELP Business Plan, would you arrange for me to meet with someone from the below COO Directors, or the Executive Officer (Lesley King) provided regular, rigorous, Challenging, recreational exercise within a LCCBSG is part of that person's Lifestyle Behaviour ie. is a member of a bushwalking group, triathlon club, cycling group, kayaking club, completes ocean swims or swims with a regular group etc:

If none of the above COO representatives exercise regularly, could I meet with someone in NSW Centre for Physical Activity and Health ("CPAH") who exercises regularly.  Alternatively, could you send one or both of the enclosed 'Version 2' YELP Business Plan CDs to someone from CPAH who is familiar with COO to ascertain if that person will review my Business Plan and meet with me to discuss it because I obviously believe it can materially reduce an existing >$155b annual cost of Fifteen Problems, in particular Climate Change and Obesity/Type 2 Diabetes.

Liz Devlin, Director, Centre for Health Advancement, NSW Health Dept, wrote back to me recently saying “……. It would be appropriate for you to contact these organisations directly to arrange a meeting to discuss YELP, should you wish to pursue this matter”  I haven’t yet had that letter saved as a PDF file, so it is not attached.

If COO would like to secure additional external funding and be involved with and specific project,  which I now have expended 9 months in the planning, I would like to post a CD Rom of my Business Plan for review.  YELP is readily set out in the same form that Macquarie Bank etc deploy to attract equity and debt investors.

If you are prepared to receive my Business Plan on CD ROM for consideration, could I ask that one of the above Professors or yourself review it, provided the reviewer presently incorporates rigorous, regular, challenging exercise in the Lifestyle Behaviour ie swimming, hiking, cycling or kayaking.  Because such a person will know just how stimulating and addictive hanging out with like-minded adults can be in such RREAs.

YELP also provides MREAs as noted in the above attachment.

The final attachment is a legend of Defined Terms in my Business Plan to facilitate rapid comprehension and avoid confusion.  You may glean that there are over 300 Defined Terms, such is the thoroughness of my Business Plan which has a $19.4m, budget over 4.9 years spread across 6 states and 2 territories, where I have to source 49.99% of costs from 12 major Australia corporates.  So NSW Health’s contribution would be $1.375m spread over 4 years – see attached budget Excel file.
