Disadvantaged means 'inter alia':

• have a low income; and/or

• are from a non-English speaking background; and/or
• have a disability—intellectual, psychiatric, physical, sensory, neurological or a learning disability; and/or
• have a serious or chronic illness; and/or
• have poor reading, writing and numerical skills; and/or
• are homeless; and/or
• are very young; and/or
• are old; and/or
• come from a remote area; and/or

• have an indigenous background.
