4 P's of Project Development or 4 Project Development Phases means 4 separate Phases, namely Prototype, Pilot,  Propagate and Product: 

1st.          During the Prototype phase all Interested Parties provide e-mail comments to the Writer on the various re-drafts of the Business Plan which the Writer will re-draft in order for all Interested Parties to execute the 'Execution Pages' of the Interested Parties Agreed Business Plan.

2nd.        The Pilot is for 12 months limited to the specific Demographic region of NSW involving 20 Recreational Exercise Consultants who will  Supervise or Refer Interested Adults into +900 District Recreational Exercise Groups across NSW to -

                (i)          achieve a Critical Mass of at least 5,000 Participants to facilitate Propagation; and

   (ii)         complete the 9 months Research Programme with 25 Volunteers in a Specific industry Group and a further 25 Volunteers from amongst the Disadvantaged to measure the Hypothesis scope to reduce each of the Seven Problems noted in Section 2 and considered in Section 3.

3rd.         If the Pilot is successful in achieving the below 2 targets, then Propagate, at very little cost due to Three Low Cost Propagation Initiatives, the Youthful Exuberance Lifestyle Programme to tens of thousands of Interested Adults across Australia by end-2010 within the Target Market and Target Age Groups for Rigorous and Moderate Recreational Exercise Activities:

               *           Pilot Goals, Forecasts and Predictions being achieved set out in Section 13; and

               *           Research Programme proves that the Hypothesis cost-effectively treats the Seven Problems

4th.         The 4th Product Phase entails providing Participants with Challenging exercise events in each of the 8 Rigorous Recreational Exercise Activities which Recognises And Rewards Winners

               The Writer has expended a further 400 hours preparing a different Business Plan on a CD ROM for an annual sports competition in each Australian state within one of the Rigorous Recreational Exercise Activities, namely Recreational Road Cycling, which is a natural extension of this Business Plan to rollout 8 Rigorous Recreational Exercise Activities. 

                By way of background, Sydney's version of the San Francisco Bay to Breakers has encouraged hundreds of thousands of Sydneysiders over the last 30 years to train for the Sydney City to Surf each August and retain fitness in their lifestyle.  The Sydney City to Surf provides a reason to train hard.

                Similarly due to the burgeoning popularity of cycling, an Annual King of the Mountain Challenge Series in each state capital entailing individual time-trails up majestic, verdant climbs on the perimeter of Sydney where the winner of each 'Age Division Category', both 'Male' and 'Female', is awarded a converted King of the Mountain Polka Dot Jersey and 'King of the Mountain Trophy' which hundreds of enthusiastic 'KOM Climbers' would train diligently to win to recognise being the fastest 'KOM Climber' in their 'Age Division' in their state. 

                Such annual Challenging cycling Product competition will motivate tens of thousands of Participants to continue to enjoy Recreational Road Cycling and thereby treat the below 5th Stage of Five Basic ‘Stages of Change’ in Department of Health & Ageing's Postscripts Kit:

                         "5.    Over time, attempts to maintain the new behaviour occur (maintenance)."  

                Australian's Cadel Evans, 2nd in 2007 Tour de France, will provide a further fillip to a sport which has evidenced elite golf courses across the nation suffering for membership as many successful corporate execs have abandoned their graphite shafts to cycle a carbon fibre on a Sunday morning
