Annexure Aa  -  Paedophilia and Mentally Deranged Child Murderers (victims up to and including 18 years of age)
The burden on the Public Purse to incarcerate the below 14 child murderers until they all die behind bars will ultimately exceed AUD$75 million

1. Brett Peter Cowan (born 1969) is a murderer and sex offender convicted of murdering Daniel Morcombe, aged 14, (by strangulation) on the Sunshine Coast Qld in Aug 2014.  PAEDOPHILE

2. On 26 June 2006  Dante Arthurs attempted to rape and then chocked to death 8 years old, Sofia Rodriguez-Urrutia Shu.  Child killer, Dante Arthurs, stalked up to 12 girls.  A Petition on Change.org to the W.A. Attorney General demanding Dante Arthurs not be eligible for parole received over 125,000 electronic signatures.  PAEDOPHILE

3. On 6 Oct 1997 Leslie Camilleri and Lindsay Beckett held captive for 12 horrendous hours Bega High School students and best friends Lauren Barry and Nichole Collins, then raped and murdered each young girl.   PAEDOPHILE

4. In 1996 Martin Bryant shot dead 35 people at Port Arthur, Tasmania.  Alannah Mikac, 6, and her sister Madeline Mikac, 3, were two of the victims.  MENTALLY DERANGED

5. On the evening of 27 Oct 1992 then 47 years old, Malcolm George Baker went of a shooting rage massacring seven people, including an unborn child on the lower Central Coast of NSW.  Victims were Lisa Gannan (18), Kerryanne Gannan (23) and her unborn child, Thomas Gannon (43), David Baker (27), Ross Smith (34).  Malcolm George Baker from Terrigal, NSW, serving six sentences of life imprisonment.  MENTALLY DERANGED

6. On 19 Aug 1992, 9 year old, Ebony Simpson, alighted her school bus and proceeded to walk home which was only a short distance away.  Ebony Simpson never arrived at her home.  On 21 Aug 1992 police found Simpson's body in a dam at a wildlife sanctuary near her home.  Her hands and feet were bound.  Later that day, Andrew Peter Garforth was arrested and confessed to the murder.  With her house in sight, Garforth had grabbed Simpson, thrown her in the boot of his car and drove off to a remote dam. Once there, he bound her with wire, raped her, weighted her schoolbag and threw her into the dam's reservoir, where she drowned.  Garforth pleaded guilty to the abduction, sexual assault and murder of Ebony Simpson, 9, at Bargo in August 1992. PAEDOPHILE

7. In June 1991 in Rosebud Vic, Robert Arthur Selby Lowe (then aged 54) kidnapped, raped then choked to death Sheree Beasley, aged 6.  Her battered body was found four weeks later in a stormwater drain. Lowe, now 83, will never be released from jail.  He has been behind bars for 27 years. Based on the average annual cost of Maximum Security Incarceration in 2020, should Lowe live another 1 year to 84, his jail incarceration of 28 years will have cost the Vic. taxpayer $4.9 million circa ($175,000 p.a. X 28 years).  PAEDOPHILE

8. Barry Hadlow was a gruesome paedophile who raped and murdered two innocent young children (Sandra Dorothy Bacon, 5 and Stacey-Anne Tracy, 9) twenty seven years apart due to being incarcerated for 25 years.  Hadlow died in jail in 2007, aged 65.  He had been behind bars for 43 years.  Based on the average annual cost of Maximum Security Incarceration in 2020, Hadlow's  jail incarceration cost the Qld. taxpayer $7.525 million circa ($175,000 p.a. X 43 years).  PAEDOPHILE

9. In Nov 1987 Sian Kingi a 12-year-old New Zealand Australian girl of Māori descent was abducted, raped and murdered in Noosa, Qld.  Barrie John Watts and Valmae Faye Beck, a married couple, were convicted in 1988 of the much-publicised crime. Watts was sentenced to life imprisonment without parole.  His accomplice wife, Valmae Faye Beck, would have been eligible for parole after 14.5 years, but died while she was still incarcerated.  PAEDOPHILE AND MENTALLY DERANGED

10. In 1986 in the suburb of Willagee, Perth,  David John Birnie and his lover, Catherine Margaret Birnie, murdered four females over a four months period. The youngest victim was Susannah Candy (15).  David John Birnie repeatedly raped each of the four victims whilst Catherine Birnie watched on.  Then David Birnie viciously and brutally murdered each of the four woman.  MENTALLY DERANGED

11. On 5 Nov 1984 Bevan Spencer von Einem (born 29 May 1946) was convicted of murdering 15-year-old, Richard Kelvin in Adelaide SA in July 1983.  von Einem is a suspected serial killer.  15-year-old Richard Kelvin was held captive, drugged, tortured, and repeatedly raped for five weeks until the teenager died.  PAEDOPHILE

12. In 1984 then 25-year-old man, Allen Douglas Thompson, murdered the four members of a family living in Richardson ACT (Radmila Milosevic, her de facto husband, Anthony Baker, and their children Daniel Baker, 4, and Lisa Baker, 2).  Thompson was convicted in the ACT Supreme Court on 24 Oct 1984 of two more counts of murder that occurred back in 1981. The further two victims were Thompson's girlfriend Mirjana Milosevic, aged 17, and her sister Ljiljana Milosevic, 14.  Allen Douglas Thompson thereby murdered three young sisters with the surname Milosevic and is serving six Life Sentences.  MENTALLY DERANGED
