Flowchart: After D.A. Consent Process

Once your Development Application is approved, building works cannot commence without first obtaining a Construction Certificate and appointing a Principal Certifying Authority (PCA). As the applicant you can decide to lodge your Construction Certificate or appoint a Principal Certifying Authority (PCA) either through Council or a Private Accredited Certifier. (see the NSW Department planning website www.planning.nsw.gov.au  for more information on private certification).

1.    Richard Monckton, my draftsman, to lodge Construction Certificate with Warringah Council and pay application fees

2.    Assessment of Construction Certificate includes: Site Visit and Reviewing Plans and Specifications against Development Consent and Building Code of Australia (BCA)

3.    Warringah Council -
       (a)    seeks more information; or
       (b)    acknowledges satisfactory receipt of information

3.    Applicant advised that Construction Certificate & approved plans are available for collection

4.    Construction Certificate is released to applicant upon receipt of payment of bonds, fees and levies as per the consent

5.    Nominate Council or a Private Accredited Certifier as your Principal Certifying Authority (PCA) and give notice to Council of commencement of works by lodgement of “Notice of commencement of building works and nomination of Principal Certifying Authority” (Form 7)

If you chose Warringah Council as your PCA

6.    Applicant to call Council and book mandatory inspections at required stages as per the consent. Council will conduct mandatory inspections and may require additional inspections if necessary

7.    If the applicant wishes to make any changes to the approved plans, they must first lodge an application to modify a development consent (Section 96). If any works are undertaken that were not part of an approval, notices, orders, on the spot fines or legal action may be taken against the applicant

8.    Applicant to lodge all inspection reports and certificates with Council as required by their consent

9.    Once work is completed, applicant must request a final inspection. If Council has received all relevant information and all inspections have been satisfactory then they will issue a satisfactory final inspection

10.   Applicant to lodge an application for an Occupation Certificate and pay the fee

11.   Council issues an Occupation Certificate

12.   Occupation may commence
